if i read correctly , you installed your chiller , hooked a pump to it , one side in and one side out. you dont see water coming out the other side , or you dont hear the chiller working ?
most new chiller dont make much noise. and it will take some time to chill the water down.
one thing , why do you want your water at 74. 78 is perfectly fine and it will sve you money on having the chiller on all the time.
have the chiller kick in at 80 and bring it down to 78 , jmo
