Ocean water can carry red tide and a host of other toxic things. Ocean water can also bring in all manner of parasitic isopods. Ocean water up here is far lower in SG than reef water would be. Our alk and calcium are also way off from reef water.

Build ups of certain gases will also drastically alter the ph of the water. The rapid death you describe can only be brought on by shock. Bottom line is the 60 to 70 gallons of water that was added did not match the water that was removed in chemistry. When doing large water changes it is SUPER important that the incoming water exactly match the outgoing water. Water changes are literally blood transfusions for your fish. Parameters that are off enough will kill them.

Another possibility is the vessel that they stored the ocean water in. Had it been sitting too long or had some sort of residue on it it could have poisoned your fish. Either way I would contact the maintenance company and say:
"My tank was fine, you guys did a large water change and everything died very soon thereafter." Pretty open and shut.

if it was the water change why soo long before they died the water parameters were good to goo

Ocean water is a perfectly good alternative to synthetic mixes... IF certain precautions are taken. It is also something I would not trust to others to do for me. Since I do not have salt mixes available to me, I have used NSW for the last four years with never an issue. But I also ensure that my collection point poses no risks and only get the water during high tides.
With that said, I would also suspect that the water used for the change was not taken care of or collected properly.
